This is something that is quite rampant in the Philippines as well. In the major malls there are stores everywhere selling games, applications, etc for $2-$5 a cd. Full color documentation, cd's, etc.

Thing is, I don't think there are any enforcements at all either. Only thing I didn't see while over there was Operating System software. For that you had to 'ask' them for it because they kept it hidden.
