Well, Japan might have super-fast DSL for $21 a month, but here in the US we have super-cheap ISP's! Can you say $5.50/mo? This article details some of the sub-10 dollar ISP's that are starting to gain speed in the US dial-up market today.

A few months ago I had looked into wholesale service and the possibility of starting an ISP. It is a lot easier today than it was 3-5 years ago. Today the infrastructure is in place, you just purchase something wholesale and retail it out. Very cool I might say. So many of these small and cheap ISP's could really be run by a guy out of his garage :)
